Does anyone actually know the legal limit for holding a car?

So my SUV has been sitting at the local dealer for three weeks now. They did the initial diagnostic in two days, which was fine, but then they ordered the wrong part. Now they are waiting on the correct one and I feel like my vehicle is being held hostage. I have asked them repeatedly for a loaner car and they keep saying they dont have any available. It got me thinking about consumer rights during auto servicing and what leverage we actually have in these situations. I know some states have specific laws about repair shops completing work in a reasonable time or providing estimates, but does that apply if the delay is from a corporate parts network? I feel like if they cant fix it in a week, they should at least help me with a rental. It is frustrating because you drop off your car in good faith and then you are just stuck waiting indefinitely while your life is disrupted. I might have to look up the local regulations tonight because this is getting ridiculous.
